Reasons

Britishers and initial five year plans ignored tribal education
Misgovernance. Teacher absenteeism. Ignored tribal culture and language in education. Poor access to schools due to difficult train and distance.

Consequently tribals fail to : get jobs, protect their rights and culture, market produce, compete with non tribals and avoid exploitation.

But initiatives had: poor monitoring, suboptimal fund use, ignored tribal culture.
Solutions - cultural relativism

Include tribal history culture and folklore in education
Induct local teachers.
Regular audit of schools by gram sabha
Special schools for Nomadic tribes

Relevant and suitable education to tribal life is needed.
